Scandria Alliance heads into summer with the 2028–2034 EU budget proposal in the backpack

The Scandria Alliance enters the summer break with new chairs. The recently presented Commission proposal for the 2028–2034 EU budget will continue to keep us busy in the second half of the year.

During its last meeting, our General Assembly adopted a joint declaration on the future of transport and infrastructure funding and financing. In the declaration, the Alliance members call for a sufficient and reliable financing of European transport infrastructure and strong, centrally managed European funding instruments. In the light of these demands, the Commission’s proposals to retain an independent Connecting Europe Facility (CEF) in the next multi-annual financial framework (MFF) for 2028–2034, to double the CEF transport budget and to increase the military mobility budget tenfold appear positive.

Nevertheless, many questions remain unanswered: What does the proposed focus of the new CEF on projects with a cross-border dimension and military mobility mean for the realisation of the trans-European transport network (TEN-T) as a whole? How can the interplay between CEF and the proposed National and Regional Partnership Plans (NRP) work in the field of transport and mobility? And how can we take the special requirements of urban nodes along the TEN-T into account?

Discussions on these questions will continue in the Scandria Alliance under the leadership of our General Assembly’s new chair Åsa Ågren Wikström, who sees the possibility to speak with a strong common voice of Scandria Alliance regions to enhance European connectivity as her chairmanship’s main priority.

During a high-level policy exchange on 25 June 2025, we explored how to ensure financial stability for a resilient transport system in a Europe that is facing multiple challenges.

General Assembly elects new chairs and welcomes new members

On 25 June 2025, the General Assembly of the Scandria Alliance met in the representation of Brandenburg to the EU.
